Exactly a year ago, I did a similar Budget Speech cartoon. Doing pre-emptive cartoons, about the budget speech, are tricky. For example, last year’s Budget Speech included tax rebates of over R8-billion, which was unexpected. I have a feeling that this year’s Budget Speech won’t be as generous.
